The City of Federal Way/Mayor Jim Ferrell's administration spends a whole lot of money being in the so-called regional garbage consortium that pretty much does nothing but takes garbage to landfills, which are becoming a mountain of sorrowful city policies around the region that do nothing, practically, except give lip service to good waste procedures and recycling. A Greene mayoralty would make recycling a priority in Federal Way, though stopping, by and large, just short of mandatory requirements, would enact policies that would make it far more easier and convenient to recycle, and would have very good incentives to recycle and have less wasteful habits overall.
By the way, it's outrageous that the state doesn't require stores to give a nickel-or-more rebate on recyclable plastics and bottles, like a handful of other states around the nation, but it should be a quarter, with the exception, maybe, of just a dime for plastic bags.
