Environmental Mapping Agency Proposal

I will propose an Environmental Mapping Agency if elected mayor, maybe with a different name but the same effect, as this will put increased focus on Federal Way's environmental standards, including the quality of water, sewer and storm drainage infrastructure, littering and graffiti problems, contingency plans for natural disasters, and so forth.  The list could be in the scores, but you get the idea.

This idea would include making this agency a separate commission unto itself, with more-or-less the same number of commissioners that the other commissions have, and dividing Federal Way into 20-or-so equal geographical areas (not by population), by square mileage or other spatial measure.  Each of these twenty areas will then have an environmental steward of its very own, which would essentially be a volunteer position, although regular stipends would be paid by the City (by the way, city commissioners of any kind, as well as environmental stewards, should be paid stipends).  Stewards would then be responsible for researching information pertinent to their responsibilities, reporting problems, suggesting solutions, and basically being the "green" look-out for the area under their particular purview.

These areas would be numbered 1 to 20, and once an ordinance is passed that authorizes this agency, the Federal Way government would immediately post advertisements looking for Federal Way residents willing to volunteer (with stipends) in this environmental endeavor.  This agency could be up and running within a month or two after the written plan/ordinance is passed into law, and would greatly improve Federal Way's overall environmental quality.  Help me get this started by electing me mayor.
